The use of the word ammunition was in a situation where possession of a gun and ammunition for it could be seen as possession of a loaded gun. (I just went back and checked for 'ordnance' and ordinance'- not there, either) I didn't see any plan for marking bullets, etc. The search was for the excised/crossed-out parts as well. I'm not going to go to each state's proposals and check - I live in CA, so i checked. I didn't see the mentioned plan to register bullets. Could someone send me what I am missing?
